Concord Man Caught Trying To Solicit Sex With 14 Year Old Remains Free Despite Being On Probation For Strangulation And A&B With Dangerous Weapon
Yesterday we identified Stephen Mannas of Concord as the man who was caught by the predator poachers of Massachusetts in Marlborough attempting to solicit sex from a 14 year old boy. In the disturbing video he attempts to rationalize his behavior with several excuses, including that rich people buy sex slaves, and says that he probably will not seek treatment ad will strike again.
Mannas is a high school dropout who mentioned in the video that he was on probation, so we looked into his records. In Concord District Court he has been charged with DUI in 2016, disorderly conducts and shoplifting in 2017, and strangulation/suffocation and assault and battery with a dangerous weapon in 2018.
For the disorderly conduct and shoplifting charge he got a CWOF (continuance without a finding).
There isn’t a ratchet in America who doesn’t know what a CWOF is. It’s like probation without the probation. As long as you can go a year without committing a crime your record gets cleared, but you don’t have to meet with a probation officer or get drug tested.
For the strangulation and A&B with a dangerous weapon charge he received probation.
In August of 2019 he violated probation, but instead of going to jail he just had his probation extended.
It would seem that probation is rather useless if you can violate it and face no consequences, but Concord is a notoriously lenient court and his taxpayer funded attorney got him a good deal.
A couple turtle riders from his neighborhood in Concord contacted us today and said that he’s walking around like nothing happened, so it appears as if he’s not been arrested by Marlborough Police. I contacted them for comment today but have not heard back.
The people of Concord should have the right to know that a man who admittedly and regularly has sex with children, and who is actively on probation for a violent crime, is walking around town like nothing happened. Could be a safety issue down the line, so I would hope Concord turtle riders (which I didn’t know existed until today) would contact CPD or town leaders to see what could be done about this.
