Concrete Cons Part 1: Dog Abusing Eli Rego And 3 Associates Ripoff Dozens Of Customers

 

This is Eli Rego, a self proclaimed concrete expert from Hudson, Marlborough Bellingham, Somerset, Fall River, and a bunch of other places, and currently the owner of Atlantis Concrete Construction.

This is his brother Nelson Rego, and his business associates Wayne McLaughlin from Peabody, and Joe Occhipinti from Weymouth.

If you search for any of their names on Google nothing but horrible things up. For starters, Eli Rego abused and starved hid Great Dane and was charged with animal cruelty while employed as a Sudbury Police dispatcher in 2017.

A Bellingham man who works as a Sudbury Police dispatcher was ordered to not possess any domesticated animals following his arraignment on charges he neglected a Great Dane and lied about its care to authorities. Eli Rego, 30, of 52 Chestnut St., Bellingham, was released without bail Friday on a charge on animal cruelty. Milford District Court Judge Robert Calagione ordered Rego to not own or possess any domesticated animals pending the outcome of his case.

In an affidavit to support the criminal complaint, the Massachusetts Society for the Prevention of Cruelty to Animals details a lengthy investigation that was initiated when the MSPCA received a complaint from the Sudbury Police Department. Rego, a dispatcher for that department, told co-owners about his problems with the dog, court papers say. Officers reported to the MSPCA that Rego had potentially lied to authorities when he surrendered his dog – which he said was skinny due to it not eating – to the Woonsocket Animal Control department, and others heard conflicting stories, according to the MSPCA.

However, Rego told officers that he told the shelter that he found the dog as a stray, according to authorities. According to the MPSCA, Woonsocket Animal Control reported that Rego dropped off the dog on Jan. 27, claiming he found the dog running on Diamond Hill Road in that town, also where he claimed to live. Rego allegedly told them he tried to take the dog home to care for it, but its gastrointestinal issues prevented him from keeping the dog. The dog, authorities said, was emaciated, stressed and fearful when turned into animal control. It had areas of missing hair on the sides of his feet, head and face along with a poor coat of hair and very long nails. The dog also “seemed lethargic and could not be enticed to eat or drink,” police said. It was immediately brought to the Rhode Island Animal Hospital where it was determined that the dog suffered from mild anemia, low electrolytes, dehydration and a urinary tract infection. The dog was eventually sent to Great Dane Rescue of New England, where it was renamed Justice. It was later adopted.

An MSPCA officer questioned Rego at his home in March. Rego eventually admitted to giving up the dog and lying about how he found it because he was embarrassed by its condition. He told police that vet bills were adding up and cleaning up after the dog was becoming time-consuming. The dog never had the chronic diarrhea as Rego had claimed, police said. A veterinarian in Attleboro told the MSPCA that the dog was examined in May and June 2016 for a toe injury. A Bellingham vet intended to do a full fecal examination, but said Rego declined treatment because it was too expensive. The MSPCA said there was no mention from either vet of Rego’s claims that he had tried numerous times to treat his dog’s intestinal problems.

All four of these men are scammers who have been defrauding customers for years, collecting deposits for work, showing up when they feel like it, not completing projects, and leaving property owners worse off then when they started. They survive by creating corporations, declaring bankruptcy, and then opening new businesses to start fresh. According to the Secretary of State’s Corporations Division Eli has had started three companies – Apex Concrete Construction, Atlantic Concrete Construction, and E&B Construction.

E&B no longer exists as of June 30 due to involuntary dissolution, and Apex’ dissolution date was in September of 2020. Atlantis is still registered as a business at 950 County Street in Somerset, but is nothing more than an empty storefront at a former Asian “massage” parlor.

Together the four of them have left a trail of destruction behind them, and ripped customers off for hundreds of thousands of dollars. They avoid arrest by initially showing up to do some work, so that the case becomes a civil matter and not criminal. If you search for their names on Facebook you will find dozens of posts like this one:

Combined they have dozens of judgements against them in civil court, which they never have to pay off. Customers have hired attorneys and constables to track them down with no luck. They have no assets attached to their names and live like gypsies, because that’s what they are. Their victims have reached out to the media and the Attorney General’s Office and gotten nowhere, so now we will tell their story for them.

For the last few weeks I have been speaking with the people they victimized and compiling messages, checks, evidence, and other documents to write this blog.
