Canton Coverup Part 379: Brian Tully, Yuri Bukhenik, John Fanning Investigated By State Police Internal Affairs For Supervisory Roles With Michael Proctor

Yesterday Ted Daniel broke the news that Lt. Brian Tully, Sgt. Yuri Bukhenik (Bukkake), and Lt. John Fanning were all under Internal Affairs investigation by the State Police for violations of department policy.
Hours later State Police sources clarified that Fanning was cleared of any wrongdoing.
However, State Police went out of their to make it clear that there was “insufficient evidence to prove OR disprove the allegation that Lt. Fanning violated rules and regulations by failing to uphold the responsibilities of a supervisory member.” The classification was “unfounded” rather than “exonerated.”
In other words, there was no way to prove he violated his oath as an officer, but he’s not completely cleared.
Most importantly, this lets us know that these three corrupt cops were under investigation because they are supervisors to Michael Proctor, not because they were in on his scummy text messages. Tully wasn’t alleged to have been in on any of the inappropriate texts with Proctor and said that he admonished Proctor for his unprofessionalism after he found out what the FBI found on Proctor’s phone.
Proctor had two inappropriate text threads with various troopers. The first was with Troopers Jeff Kotkowski and David Dicicco. In those messages Proctor said Karen Read was “gross” for suggesting that someone else might’ve killed John O’Keefe. Trooper Kotkowski asked if she was hot. Trooper Diccico simply responded “fuck her, bitch.” All because she dared to defend herself.
Kotkowski and Dicicco are not under IA investigation, as far as we know, so this once again shows us that it’s not about the text messages.
On the second text thread Proctor was messaging Trooper Moore, Trooper Kotkowski, Trooper Dicicco, Sgt. Bukkake, and Lt. Fanning. He proudly told them he was going through David Yannetti’s “retarded client’s phone,” hadn’t found any noodz yet, and said that he truly hated Yannetti for doing his job and defending his client. Not one of his 5 coworkers, which included 2 superiors, said “that’s not cool.” This is the culture they have created. One where the lowest level employees feel comfortable bragging about unprofessional behavior to their bosses.
But again, Tully was not on any of these text threads, yet he’s under IA investigation while the others are not. This is just speculation, but the only logical conclusion I can reach is that there is pressure from the FBI on Colonel Mawn to do something at this point. They do not want to see another trial happen because they know Karen Read is innocent. The easiest way for this case to fall apart is for the Commonwealth’s star witnesses to be fired and/or indicted. Tully and Bukhenik knew Proctor lied about his relationship with the McAlberts and they covered for him anyway. They signed his fraudulent reports and defended his actions. They did this because they never imagined a day in which the FBI would would investigate their investigation. None of these people will have any credibility if they dare try this case again in January.
Two years ago these 7 individuals were police officers were flawless records. Here’s where they are as a direct result of the John O’Keefe investigation:

- Yuri Bukhenik – IA investigation
- John Fanning – “cleared” in IA investigation, Sandra Birchmore case reopened
- Kevin Albert – suspended
- Brian Albert – retired
- Brian Higgins – desk duty
As a tweeter pointed out – this isn’t normal.
On a personal note, this was great news for my case. If Tully is indicted all of my problems go away. He is the lead investigator, and the person who decided to charge me in the first place. He conspired with a bipolar woman to deputize her as a witness and lure me to her apartment to frame me for a crime I didn’t commit, and he encouraged her to delete evidence from her phone. To say he is unethical is an understatement. No Tully means no case. Meanwhile, good luck convincing a jury that two corrupt cops under IA investigation are somehow victims of “witness intimidation” because a reporter asked them questions.
