Plymouth Police Officer On Unpaid Leave After Adopted Son Obtains Restraining Order Accusing Her And Husband Of Sexual Abuse 

 

Over the weekend it was widely reported that Plymouth Police Officer Samantha Pelrine was placed on unpaid administrative leave in connection with a criminal investigation by the State Police, and that Plymouth Police have launched their own internal investigation.

 

Pelrine had previously been championed by the department on social media during National Women’s Month. Pelrine began her career in 2022 and said that she lives on a farm in Plymouth with her family.

No other details about the investigation have been reported by either the State Police or PPD. However, being placed on unpaid leave is a drastic measure, indicating that the allegations are serious and credible.

This is Daniel Fornand, the husband of Samantha Perline.

 

He and Samantha are very active in their church, and in 2018 they took in a 13 year old boy who was caught up in the system due to his parents drug addiction.

When he was 3 years old he and his 5 year old sister were removed from their parents’ home by DCF due to narcotic usage and neglect. Their fraternal grandparents were granted temporary custody until the sister turned 11 and she began living with her maternal aunt. When her brother turned 12 he also taken in by his fraternal aunt, but she could no longer continue to be his guardian and asked for someone else to take him in. After discussing the situation with her church community Daniel Forand offered to take the boy in. He seemed like a nice church going man and the family agreed to have him take custody. At that point Forand was in a relationship with Officer Perline, who soon thereafter moved into his home with Forand, the boy, and Forand’s younger daughter who he shared custody with.

However, according to a recent court filing by the boy who is now 21 years old, Forand began to regularly sexually abuse him up to four times a week, and that Officer Perline was involved in the abuse. The affidavit alleges that the boy was often coerced with money and material items so that the abuse became normalized. The alleged victim claims that it stopped in August of 2024 when he was an adult. On February 1, 2026, he disclosed the abuse to his sister and left Perline’s home to move to a safer location.

 

On March 17 the alleged victim obtained a 209A restraining order against both Fornand and Pelrine.

The alleged victim has reported the abuse to the Middleboro State Police barracks who began an investigation after he obtained the order. They alerted PPD who immediately put Pelrine on unpaid leave and launched an internal investigation.

Friends and supporters of Fornand and Pelrine have begun a smear campaign against the alleged victim.

So far no charges have been filed, but the investigation remains ongoing.
