Concrete Cons Part 6: Eli Rego Scams Customers Using Facebook And Home Advisor, Creates Multiple Companies, Doesn’t Pay Dozens Of Court Judgments

The Concrete Cons have taken in hundreds of thousands, if not millions of dollars from customers for work they promised to do on their homes, and then not delivered. But the worst offender of them all is Eli Rego.

As discussed in Part 1, Eli Rego abused and starved his Great Dane in 2017 and was charged with animal cruelty while employed as a Sudbury Police dispatcher.

According to the Secretary of State’s Corporations Division Eli has had started three companies – Apex Concrete Construction (Hudson), Atlantic Concrete Construction (Somerset), and E&B Construction (Marlborough).

E&B no longer exists as of June 30 due to involuntary dissolution, and Apex’ dissolution date was in September of 2020. Atlantis is still registered as a business at 950 County Street in Somerset, but is nothing more than an empty storefront at a former Asian “massage” parlor.

He has been sued and lost in over a dozen courthouses in Massachusetts. Every time he loses by default by not showing up, and then doesn’t show up for the payment review date. He is hard to reach since he moves so much and is unable to be served. The most recent lawsuit against him was filed in December of 2021.

He also has multiple evictions and lawsuits in Rhode Island (that he’s defaulted on), and had a court date scheduled this morning.

0.0% chance he will be showing up for that.

Eli finds his victims mainly through Facebook, but he also has been recommended by Home Advisor.

Customers who have been scammed by Eli Rego previously contacted Home Advisor to let them know they were recommending a con-artist, but no action was taken. However, after publication of the first blog in this series Home Advisor was alerted again and has since permanently removed Eli’s company.

Since then he’s been primarily utilizing Facebook. Occasionally he will sponsor a post, showing some of his alleged work.

Atlantic Construction had to delete their page after it became filled with posts from victims Eli scammed.

The rare comments from satisfied customers seemed suspect, at the very least.

After getting banned from Home Advisor Eli began posting on community yard sale groups all over Massachusetts looking for his next victims.

Eli is also assisted by his live in girlfriend Jennifer Calmeira, who he recently went on a drip to Disney World with, and who helps find him new victims.

She also runs a “cleaning business” of her own, and is often recognized by Eli’s victims when she tries advertising it.

Unfortunately Facebook allows him to keep doing business like this, which has led to a plethora of bad online reviews.

 

 

Here’s an example of of a job he did in 2017.

This customer has been warning others about Eli Rego since then, but Eli claims he has no idea who he is.

Almost every customer has the same story. They found him on Facebook, he comes across as a really nice and personable guy, he takes the initial deposit, does one day of work, and then spends several months making excuses for why he can’t show up. Here’s an example of someone who gave him a $2,500 deposit and was left with a dug up lawn and a pile of rocks next to where kids play.

 

When the customer posted this about Eli in a public forum Eli responded by claiming he was about to do the job.

He also scammed an elderly couple in Holden and gave their son the runaround.

Here’s the timeline laid out by this customer:

October 13th. Eli Rego came and looked at my parents house in Worcester and informed her that they could handle the job and get it done for $1200.

October 14th. A couple of guys showed up without even a shovel or wheel barrow to move some dirt and prep for concrete. My parents have video surveillance and after 2 hours they left.

October 18th. Eli can back with his brother Nelson and a couple guys. They worked for another 2-3 hours just moving dirt around. They encountered a Boulder that needed to be removed…(at an extra cost)

October 18th. Once they hit a Boulder, they stopped working (since they didn’t have tools to remove it). My parents also showed them 2 other walkways that were brick and asked how much it would be to pour concrete there too. He gave a price of $3000 for everything as long as my parents remove the brick.

So he collected $1500 from them and left. My parents were left to clean the disaster of a work area they left.

Then the run around started… he promised to come back at least 5 other times and never showed up. Every time my parents called him, he didn’t answer and just txt a few days later apologizing and said he has other jobs going on.

November 19th. He said he had ordered concrete for my parents job and it would be there at 9am the next day. (The Boulder was never removed either) No one ever showed up. My parents, now very aggravated, told him they wanted some of their money back. 

He said “I’ll see you in court”

December 19th… my parents told me about all this which is when I posted about it. I sent messages to his family. His fiancé and her family. And posted it online where he sells his business. He reached out to me and said I’ll refund 800 by December 30th if you take down the posts. I agreed but he never paid. I was getting the same empty promises. He said he mailed a certified check but he never did. So after my last post, he messaged me and venmoed over 800. So he did pay but this guy is suck a scumbag, I don’t want to see other people screwed

My 72 year old mother actually dug up all the dirt and then realized how much work it was and called Eli to finish excavating and stamp concrete. Since the she hired a professional to do the job and he informed us of a couple of things. He has dealt with Eli before. Eli used to rent tools from him. He refuses to do any kind of business with him now. Also, he said that if Eli did the job he said he was gonna do, it would have failed and caused more damage due to no drainage being installed. It would have eventually sunk and caused major damage to my parents house.

Eli responded by smearing his victim, as he is known to do.
